Public facts

HRA / ICHRA account administration

WEX Inc. consumer-directed benefits platform that administers ICHRAs with attestation, reimbursement or carrier-direct pay, debit cards, and plan documents — typically sold through benefits partners.

Overview

WEX (NYSE: WEX) sells fleet cards, corporate payments, and employee benefits. The benefits line includes HSAs, FSAs, HRAs, commuter accounts, and a dedicated Individual Coverage HRA product. Public ICHRA pages describe custom classes, contribution amounts, and eligible expenses; employees buy individual coverage and submit claims, or use carrier-direct payments, debit cards, and automated recurring claims. WEX captures ICHRA attestation (annual and per-claim) so reimbursements stay aligned with the individual-coverage requirement. Administration and legal plan documents can be handled by WEX or partner teams.

Why it matters WEX is one of the few large CDH processors with a public, named ICHRA product (attestation, cards, carrier-direct pay), so it is a common back-end when the front-end shopping sits with a broker or marketplace.

Target buyer
Benefits brokers, platforms, and employers that already use WEX for CDH accounts and want ICHRA reimbursement, cards, and attestation on the same stack.
Pricing model
Partner- or employer-contracted CDH administration fees; no public ICHRA PEPM on the product pages reviewed
WEX does not publish a standalone ICHRA PEPM on its ICHRA product page. Existing WEX partners are told to contact their Partner Account Executive. Confirm card, claim, and document fees in the benefits-admin contract.

Overview

WEX Inc. is a publicly traded payments and benefits company. The corporate homepage leads with fleet cards; employee benefits are a separate line (HSAs, FSAs, “and more”). ICHRA is documented on a dedicated product URL under employee-benefits / benefit-accounts.

WEX’s ICHRA page states employers can control cost by setting monthly allowances, that there are no minimum participation requirements, that allowances can vary by class, age, and family size and can be changed during the plan year, and that a plan may start on any date if employees who will be offered the ICHRA are notified 90 days prior. Offering the ICHRA triggers an open-enrollment / special-enrollment period for individual coverage. ICHRAs are described as tax-advantaged and available to companies of all sizes.

A September 22, 2020 WEX blog (“Learn How WEX Simplifies ICHRAs”) remains the most detailed public feature list: personalized ICHRA design, payment/reimbursement options, administration of reporting and legal documents by WEX or partners, and attestation tooling. A 2021 attestation article describes the regulatory requirement that employees attest they have individual coverage before reimbursement.

Key Capabilities

  • Employer defines eligible classes and reimbursement limits; employees purchase individual plans and submit claims (product-page three-step flow).
  • Design options: premiums only or premiums plus IRC 213(d) medical expenses (HRA types blog).
  • Employees generally must have individual health insurance or Medicare Parts A, B, or C; healthcare sharing ministries and spouse group coverage do not qualify (HRA types blog).
  • Attestation: proactive annual notice/form in the consumer account; attestation in online/mobile claim terms; attestation on the manual claim form; optional debit-card suspension until annual attestation.
  • Employer dashboard of who has attested.
  • Payment choices: carrier-direct payments, debit card, mobile and online claims, receipt upload, automated recurring monthly claims.
  • Targeted messaging to drive attestation or link to a shopping option (shopping is “a link,” not necessarily a WEX-built marketplace).
  • Compatibility notes from WEX: FSAs are ICHRA-compatible; ICHRAs can be designed to be HSA-compatible.
  • Broader CDH: HSA, FSA, HRA, commuter.

WEX does not, on these pages, market itself as the employee’s individual-market agency of record. Shopping is typically elsewhere.

Integrations & Ecosystem

WEX sells ICHRA through benefits partners and consultants as well as employers. The blog emphasizes “robust integration solutions” without a public connector list on the pages reviewed. Payment expertise (cards and carrier-direct) is the published differentiator.

WEX’s fleet and corporate-payments businesses are unrelated to ICHRA administration except that they share the WEX corporate brand.

Pricing

No ICHRA PEPM or implementation fee is listed on the ICHRA product page. Pricing is through the WEX benefits contract or a partner’s bundled admin fee. Contact WEX or the incumbent Partner Account Executive.

Notes & Limitations

  • Strong on account, card, attestation, and pay; not documented as a full individual-market shopping/ICHRA consulting platform.
  • Some of the most specific feature pages date to 2020–2021; confirm the current WEX Health release includes carrier-direct pay and card controls for the case.
  • Class-change-during-year language is WEX product copy; ICHRA same-terms and notice rules still apply — have counsel review mid-year changes.
  • “National” reflects WEX’s nationwide benefits operations; confirm account and card availability for the group.
