Public facts

HRA / ICHRA administration

HRA administration software, now part of Remodel Health, for QSEHRA, ICHRA, and group-coverage HRA plans, aimed at small employers.

Overview

PeopleKeep by Remodel Health is cloud HRA software that lets employers design a reimbursement allowance, generate plan documents, invite employees, and reimburse verified medical expenses. For ICHRA and QSEHRA, employees can shop individual and ancillary coverage from the PeopleKeep dashboard with in-house enrollment specialists. PeopleKeep reviews reimbursement requests for IRS eligibility; the employer then pays the employee through payroll, check, cash, or bank transfer. Remodel Health also sells ICHRA+ as a fuller-service option for larger groups.

Why it matters PeopleKeep publishes list pricing and is one of the few ICHRA/QSEHRA tools a very small employer can buy without a custom quote, while still generating plan documents and reviewing claims.

Target buyer
Small employers (especially under 50 FTEs for QSEHRA), applicable large employers using ICHRA for ACA offer, nonprofits, and brokers who want to remain agent of record.

Overview

PeopleKeep is HRA administration software marketed as PeopleKeep by Remodel Health. The homepage describes it as innovative health benefits for small businesses: the employer sets a budget; employees receive tax-free reimbursements for medical expenses, including individual health insurance premiums.

Three HRA types are supported:

  • QSEHRA — Qualified Small Employer HRA for employers with fewer than 50 full-time equivalent employees that do not offer a group health plan.
  • ICHRA — Individual Coverage HRA for organizations of any size, including applicable large employers that need an ACA-compliant offer without a traditional group medical plan.
  • GCHRA — Group Coverage HRA that sits on top of group medical and reimburses out-of-pocket costs such as deductibles and copays.

PeopleKeep says it was the first company to offer a cloud-based ICHRA administration solution and that thousands of organizations use the product. Published ICHRA volume figures: $15M+ ICHRA reimbursement dollars processed annually, 40K+ ICHRA expenses reviewed annually, and 50 states served.

Remodel Health is the parent. Remodel’s ICHRA+ product is positioned as white-glove, full-service ICHRA for large and enterprise employers (AutoPay for premiums, direct payroll integrations). PeopleKeep remains the small-business line.

Key Capabilities

  • Guided benefit design: start date, allowance amounts, eligibility, waiting periods, and optional employee classes (full-time, part-time, seasonal, salaried, non-salaried, state-based). Premiums-only vs premiums plus out-of-pocket medical expenses.
  • Automated generation of legal plan documents and SPD after the employer enters company details (including EIN and eligible W-2 count).
  • Employee invite and onboarding emails; ICHRA participants can opt in or out. PeopleKeep provides an interactive tool to help employees decide, including when the allowance is considered affordable.
  • In-dashboard shopping for health insurance and ancillary policies, plus in-house enrollment specialists. Integrated shopping is described for groups not working with an individual broker.
  • Employees submit receipts (mobile photo or PDF upload), track expenses, and attest to qualifying individual coverage.
  • PeopleKeep’s documentation-review team verifies expenses for IRS eligibility and HIPAA process; the employer then approves and reimburses.
  • U.S.-based customer support via chat, email, or scheduled call, plus a public help center.

PeopleKeep does not pay the employee automatically as a carrier-direct premium administrator in the default software flow: after verification, the employer reimburses through payroll, check, cash, or bank transfer.

Integrations & Ecosystem

Public pages emphasize in-platform individual-market shopping and employer-side reimbursement, not a named payroll/HRIS marketplace. Remodel Health’s ICHRA+ (not PeopleKeep) is the product Remodel describes as having direct payroll integrations and premium AutoPay.

Brokers and agents are a named buyer segment: PeopleKeep says local agents can remain agent of record and earn commissions. Confirm current individual-broker vs PeopleKeep-advisor enrollment rules before placing a case.

Pricing

Published on https://www.peoplekeep.com/pricing (confirm before quoting; rates can change):

ProductPEPMMonthly base feeNotes
QSEHRA$25$50Under 50 employees; no group health plan; annual discount available
ICHRAstarting at $25$50All sizes; no PEPM for opted-out employees
GCHRA$12$30Supplement to group coverage; unused allowance stays with employer

A minimum of three seats is billed even if the employer has fewer than three employees. Account administrators are billed a seat fee regardless of benefit eligibility. Invoices include the one-time setup fee (homepage/FAQ), monthly base fee, and monthly per-employee fee. Help-center billing articles also describe the one-time signup fee for plan documents and account creation.

Monthly plans bill the first month at purchase and renew on the first of each subsequent month. QSEHRA annual plans are paid at purchase and renew on the original purchase date; unused annual contracts are not prorated. Accepted payment methods: credit card and ACH.

Notes & Limitations

  • Default PeopleKeep ICHRA is reimbursement software, not carrier-direct premium payment. Employees typically pay the carrier and wait for employer reimbursement unless the group is on Remodel Health ICHRA+ or another payment arrangement.
  • Integrated shopping is limited when the employer already uses an outside individual broker; confirm who writes the business.
  • Owner participation rules differ by entity type (for example, S-corporation owners with more than 2% ownership are generally excluded from QSEHRA).
  • Three-seat minimum and admin seat fees can make very small groups more expensive than the headline PEPM.
  • ICHRA+ vs PeopleKeep split: large-group white-glove features (AutoPay, payroll integrations) are marketed on Remodel Health, not as standard PeopleKeep list features.
  • Volume and “first cloud ICHRA” claims are vendor-reported.
