Fidelity Workplace
Public factsLarge-employer HRA / benefits administration
Fidelity Workplace Services health-and-welfare and reimbursement-account administration for large employers; ICHRA appears in Fidelity’s HRA plan-document system, not as a consumer ICHRA shopping brand.
Overview
Fidelity Workplace (Fidelity Workplace Services LLC / Fidelity Health) provides outsourced health and welfare benefits administration and Flexible Spending and Reimbursement Accounts, including employer-funded HRAs. Public Workplace pages emphasize a single digital benefits portal, U.S.-based support, and bundling with Fidelity retirement and HSA products. Fidelity Workplace Services LLC’s plan-document system (hosted with RTO Benefits) includes an Individual Coverage HRA (ICHRA) description: employer funds for individual premiums and other qualified expenses, no statutory contribution cap, and possible use toward the ACA employer mandate. Fidelity’s public FSRA employer PDF reviewed for this entry detailed standard and limited-purpose HRAs and did not expand on ICHRA operations.
Why it matters For jumbo employers already on Fidelity, ICHRA may be added as an HRA document/account type rather than by standing up a startup ICHRA vendor — but public materials do not show a Fidelity-branded individual-market shopping experience.
- Target buyer
- Large employers already using Fidelity for 401(k), HSA, or health-and-welfare administration that want HRA/ICHRA accounts on the same workplace stack.
- Pricing model
- Enterprise / RFP-based administration fees for health-and-welfare and FSRA
- No public ICHRA PEPM. Health-and-welfare and reimbursement-account fees are quoted. RTO Benefits NDT: initial testing (including retests after a fail) is not charged; additional testing requests are $750 each, per a 2026 Fidelity plan-sponsor PDF.

Overview
Fidelity Workplace is Fidelity’s employer-benefits business: retirement, health, and equity benefits on one digital platform. The health-and-welfare site (fidelityworkplace.com) describes a fully outsourced benefits-administration solution with compliance/regulatory assistance, a year-round employee portal, personalized insights, and U.S.-based associates. Fidelity states it has provided health benefits administration services since 1995, cites 98% client retention (footnote on page), and highlights cybersecurity rankings among recordkeepers.
Consumer fidelity.com markets brokerage, IRAs, 529s, and a Fidelity HSA (no account fees/minimums and $0 stock/ETF commissions as advertised there). Workplace health-and-welfare is the employer BPO, not the retail brokerage homepage.
Flexible Spending and Reimbursement Accounts (FSRA) are a distinct Workplace product. An employer-facing PDF describes HRAs as employer-funded plans for qualified medical, dental, and/or vision expenses, and limited-purpose HRAs that typically reimburse dental, vision, and preventive expenses alongside an HSA. Employees elect to participate; they cannot contribute to the HRA. Plan sponsors set annual amounts, timing, rollover, and eligible expense categories. Employer services email published in that PDF: FidelityFSAandRA@Fidelity.com. Fidelity Workplace Services LLC address in a 2026 NDT PDF: 245 Summer Street, Boston MA 02210.
ICHRA: The Fidelity Workplace Services, LLC plan-document system at fidelity.rto-benefits.com includes a page that defines Individual Coverage HRA (ICHRA): employers of any size can fund individual health insurance premiums and other qualified medical expenses; no annual statutory cap on the employer contribution; can be used toward the ACA employer mandate for ALEs; employees must be enrolled in an individual health plan or Medicare. That is documentary evidence Fidelity supports ICHRA as an HRA type. It is not, by itself, a public description of shopping, premium pay, or attestation UX.
Key Capabilities
- Health-and-welfare administration: enrollment, employee portal, communications, and dedicated benefits staff (Workplace marketing).
- AI-powered tools to monitor and manage the plan (claimed on the H&W page; model details not published).
- HRA / limited-purpose HRA account administration through FSRA, with PSW reporting, forms, and year-end procedures.
- ICHRA available as a plan-document option in the RTO Benefits–hosted document system.
- Nondiscrimination testing for reimbursement accounts coordinated with RTO Benefits; Reimbursement Account Client Service Managers stay involved. IRS NDT deadline noted as the last business day of the plan year.
- Optional bundling: Fidelity Health HSA, digital care navigation, voluntary benefits, and Fidelity 401(k).
Fidelity’s public FSRA HRA table did not list ICHRA operations (attestation, individual-market enrollment, carrier-direct pay). Those capabilities, if offered, need to be confirmed with the Workplace client team.
Integrations & Ecosystem
Workplace is designed to sit next to Fidelity retirement and HSA. RTO Benefits appears as the plan-document and NDT partner. A public payroll/HRIS marketplace for ICHRA was not found on the pages reviewed.
Do not confuse retail Fidelity.com investing products with Workplace H&W administration.
Pricing
Enterprise quote. The only dollar figure published in the FSRA NDT PDF used here is $750 per additional NDT request after complimentary initial testing (including failure retests). ICHRA, H&W, and HRA administration PEPM/ASO fees are not listed.
Notes & Limitations
- Strong evidence for HRA account and plan-document support, including an ICHRA definition; weak public evidence for a full ICHRA shopping/payment platform.
- 98% retention, cybersecurity rank, and “30+ years” claims are Fidelity-reported (with footnotes on the live page).
- RTO Benefits NDT $750 fee is from a plan-sponsor document dated © 2026 FMR LLC; confirm current terms.
- “National” reflects Fidelity’s national Workplace book; ICHRA still depends on individual-market availability by employee ZIP.
