Warner Pacific
Public factsGeneral agency quoting and broker technology
National general agency whose PRO Quote tool builds small-group, individual, and Medicare Supplement proposals for appointed brokers.
Overview
Warner Pacific is a family-founded general agency (1982, John and David Nelson) based in Westlake Village, California. It provides carrier access, back-office support, compliance help, and proprietary broker tools. PRO Quote is the quoting product: licensed Warner brokers enter group details, compare carriers, and export client-ready proposals and HIPAA-compliant worksheets. Related tools include PRO Census, PRO Apply, PRO Provider, Carrier 411, and Document Toolkit. The company reports 620+ professionals, 88,000+ in-force employer groups, and $10 billion+ in premiums. Technology availability varies by state; Warner’s public broker-resource filter lists the states below.
Why it matters For brokers who already place through Warner, PRO Quote is the practical small-group rater—no extra CPQ contract—though which tools exist depends on the state.
- Target buyer
- Licensed employee-benefits, individual, and Medicare brokers who appoint with Warner Pacific and want GA-provided quoting instead of a standalone CPQ subscription.
- Pricing model
- Included for appointed Warner Pacific brokers; no public software fee schedule
- PRO tools are described as freely usable by licensed brokers working with Warner Pacific. No separate SaaS price list appears on warnerpacific.com. Compensation is the GA/broker relationship, not a published PEPM for the rater.

Overview
Warner Pacific started in 1982 as a family retail agency and became a full-service general agency in 1987. Headquarters are in Westlake Village, California (32110 Agoura Road). The about page lists later offices and expansions: Colorado (2005, described as the state’s largest GA), Texas (2020), Oklahoma (2022, Tallgrass Benefit Solutions), Florida and Minnesota (2023, Agents Marketing Group and BeneUSA), Illinois, Iowa, New York, and Ohio (2024, five GAs from Acrisure), Arizona (2025, Black, Gould and Associates), and South Carolina (2026, Brokers Holding Group). Lovell Minnick Partners became a partner in 2021.
Vendor-reported scale on 2026 pages: 620+ or 700+ seasoned professionals (figures differ by page), 88,000+ in-force employer groups, $10 billion+ in premiums, 5,000 Medicare and individual brokers, and 125,000 Medicare and individual members. A December 2025 BusinessWire item on the Local Insurance Advisors deal cited 180+ carrier partnerships.
Warner U provides CE and product training. “Ask Janet” and Compliance Chronicle newsletters cover legislation. The public site markets Warner as a national GA while stating that technology availability varies by state.
Key Capabilities
- PRO Quote (launched 2012): enter group details; generate quotes across carriers; filter and compare; share proposals. Supports Small Group, Individual & Family, and Medicare Supplement. Brokers can compare renewals and up to 50 new plans in one proposal and export HIPAA-compliant worksheets.
- PRO Census (2013): HIPAA-compliant survey links, validation, and direct load into PRO Quote.
- PRO Apply (2017): online enrollment; approved quotes can transfer from PRO Quote.
- PRO Provider (2016): multi-network provider search.
- Carrier 411 and Document Toolkit (Document Toolkit called out for the 2020 Texas expansion): underwriting rules and multi-carrier form packets.
Only licensed brokers working with Warner Pacific can use PRO Quote and PRO Census, per the product FAQs.
Integrations & Ecosystem
The published ecosystem is Warner’s own PRO suite plus the broker dashboard. Census flows into Quote; Quote can pass approved cases to Apply. State webinars (for example New York and Iowa) describe which dashboard tools are live in that market.
A complete public list of carrier rating connections inside PRO Quote was not found. Brokers still rely on Warner’s carrier appointments.
Pricing
No software subscription price is published. Access is part of the appointed-broker / GA relationship. Training via Warner U is marketed as free.
Notes & Limitations
states_availableuses the state filter on Warner’s public broker-resources page (Arizona through Texas in that list). The company also uses “national” language; tool access is explicitly state-variable.- Connecticut, New Jersey, North Carolina, Georgia, and Tennessee appear on the resource filter; they are not all named in the about-page acquisition timeline.
- PRO Quote is not a standalone SaaS product for brokers who are not Warner-appointed.
- Headcount and premium figures vary slightly across Warner pages and press releases.
