Public facts

Program / specialty capacity (stop-loss via MGU)

Markel is a specialty insurer; medical stop-loss has been written via a 2022 program-manager deal with Xchange Benefits MGU, not as a primary product on markel.com.

Overview

Markel Group’s public site (markel.com) markets specialty commercial, programs, and accident-medical (participant/student accident) products—not a current employer medical stop-loss microsite. On June 8, 2022, Xchange Benefits LLC (an Ambac-owned MGU) announced a program-manager agreement with Markel Service, Incorporated: Xchange would underwrite medical stop-loss, handle claims, and administer premiums on behalf of a Markel insurance affiliate, which the release called Markel’s entry into the stop-loss segment. Coverage in that release is underwritten by Markel Insurance Company. Markel Programs still lists accident & health among target program lines. Confirm whether a given 2026 quote is still Markel/Xchange paper; markel.com does not currently enumerate employer ESL deductibles or forms.

Why it matters Markel is specialty capital that entered medical stop-loss through Xchange—not a standalone employer SL franchise like Symetra or Sun Life.

Key features

  • Specialty insurance and program capacity
  • 2022 Xchange Benefits medical stop-loss program (historical public announcement)
  • Accident & health named as a Markel Programs target line

Integrations

  • Xchange Benefits LLC as program manager (2022 announcement)

Overview

Markel is a global specialty insurer. The homepage and commercial pages do not describe a flagship employer medical stop-loss product. Small-business “accident medical” is participant/student accident coverage, which is a different line.

The documented employer medical stop-loss connection is the 2022 Xchange Benefits program-manager announcement (Business Wire). That deal used Markel Service as program administrator and a Markel affiliate as insurer, with Xchange performing UW, claims, and premium admin.

Key Capabilities

  • Specialty and program underwriting generally.
  • Historical MSL capacity via Xchange (verify current).
  • Broader A&H appetite inside Markel Programs (package, professional, casualty, A&H, warranty, property).

Integrations & Ecosystem

Xchange Benefits (Ambac) as of the 2022 release. Other MGUs are not confirmed here.

Pricing

Not published for MSL.

Notes & Limitations

  • Thin public employer-SL record after 2022; treat as limited-depth.
  • Do not confuse accident-medical with employer stop-loss.
  • Confirm current issuing company on any “Markel stop-loss” indication.
