Luminare Health
Public factsNational TPA (HCSC)
HCSC-owned national TPA (formerly Trustmark Health Benefits) for self-funded employer plans, white-label back-office administration, and direct-to-employer networks.
Overview
Luminare Health is a third-party administrator of custom self-funded health plans. It is the October 2022 HCSC acquisition of Trustmark Health Benefits, rebranded as Luminare Health. Public materials describe claims administration and cost containment, digital reporting, white-labeled back-office services for carriers, brokers, and health systems, and custom network / direct-to-employer administration. The company says it is one of the nation’s largest self-funded administrators, with 600+ clients and more than one million members.
Why it matters The former Trustmark Health Benefits TPA now sits under HCSC as Luminare. Do not confuse it with remaining Trustmark Small Business Benefits (level-funded) on trustmarkbenefits.com.

Overview
Luminare Health administers self-funded benefit plans and related back-office services. Health Care Service Corporation (HCSC) closed the purchase of Trustmark Health Benefits from Trustco Holdings on October 5, 2022. The TPA later rebranded from Trustmark Health Benefits to Luminare Health. A Luminare newsroom post described a wholly owned HCSC subsidiary, 1,100-plus employees, local offices, and a planned home-office move to Rosemont, Illinois, in Q2 2024.
The current homepage says Luminare helps self-funded employers manage costs, supports growth through white-labeled back-office services, and offers member tools. Stated scale: 600+ clients, more than one million members, 50+ years of industry experience, 8+ years average client relationship, and billions of dollars in benefits handled annually. Those figures are vendor-reported.
Trustmark Mutual Holding Company kept Trustmark Voluntary Benefits, HealthFitness, and Trustmark Small Business Benefits after the sale. Those remaining Trustmark products are not this TPA.
Key Capabilities
- Custom self-funded plan design and administration.
- Claim-analyst review of high-cost claims for errors, waste, abuse, and negotiation; homepage medical-trend claims are vendor-calculated and exclude Rx, fees, and other costs.
- Products and solutions described as customizable and specialized (detail pages were not fully enumerated in this pass).
- Digital tools and reporting spanning medical, pharmacy, clinical, and lifestyle data.
- White-label / back-office administration for direct-to-employer and carrier/broker programs.
- Custom network administration for health-system employee plans and community DTE initiatives.
Integrations & Ecosystem
Public pages emphasize custom networks and DTE builds rather than a single national PPO brand. HCSC ownership does not automatically mean a Blue Cross Blue Shield fully insured ID card. A published list of PPO, PBM, and stop-loss partners was not captured on the homepage.
Pricing
Administrative and white-label fees are not listed. Trend and savings language is marketing, not a fee schedule.
Notes & Limitations
- Trustmark Health Benefits as a TPA name is historical; current TPA brand is Luminare Health.
- Remaining Trustmark.com/trustmarkbenefits.com businesses (voluntary, level-funded small group, HealthFitness) are separate.
- Product/solutions URLs used in this research returned 404s; capabilities above come from the homepage and HCSC/Luminare newsroom.
- Vendor trend methodology is explicitly not comparable to all industry benchmarks.
