Employers use it for online enrollment, employee self-service, HR record-keeping, and ACA reporting. The vendor states it connects more than 7,000 brokers, 195,000+ companies, and 600+ carrier, payroll, and TPA partners. It acquired competitor Ease in 2023.

Overview

Employee Navigator is a cloud benefits administration and HR product launched in 2008. Headquarters are in Bethesda, Maryland, with additional offices listed in Frederick, Maryland; South Jordan, Utah; Omaha, Nebraska; and Las Vegas, Nevada.

The company sells through insurance brokers, who run enrollment and administration for employer clients on one platform. Public pages describe online benefits setup and enrollment, employee self-service, payroll and carrier data sync, ACA reporting, new-hire onboarding, HR document storage, and time-off tracking. The vendor reports 7,000+ brokers, 195,000+ companies, 14 million+ employees on the platform, 600+ integrated partners, and 83 payroll partners.

In 2021 it raised $34 million from JMI Equity. In April 2023 it acquired Ease (Enrollease, Inc.). At announcement, the companies said the two products would keep operating separately while Ease features were planned for the Employee Navigator platform over time. A later JMI note described a $100 million funding round used in a tender offer for existing shareholders, including early Ease investors.

Security statements on the benefits-administration page include annual audits for SOC 2 Type II, HITRUST, NIST, GDPR, 23 NYCRR 500, and CCPA, plus encryption in transit and at rest.

Elite and Platinum include agency-management-system integrations. ACA filing is delivered with Nelco; Employee Navigator describes itself as a Nelco Elite / Certified Partner.

A public partner REST API and ANSI 834 data exchange are discussed in vendor integration materials. A full current partner roster was not captured from the marketplace page in this pass (the page is filter/UI-heavy). Ease remains a related product from the 2023 acquisition; whether a given employer sits on Ease vs Employee Navigator is not published as a single combined product catalog.

Pricing

Broker software is sold as four quote-based plans: Enhanced, Enhanced Plus, Elite, and Platinum. Base subscription amounts are not listed; buyers must contact sales.

Confirm current rates on the vendor ACA page; they can change.

The vendor also states brokers can “digitize your entire book of business for one flat fee,” without defining that fee.

Notes & Limitations

  • Base PEPM or per-group subscription prices for Enhanced through Platinum are not published.
  • Implementation, training, carrier-feed setup, and payroll-connector fees (beyond the 834 PEPM line) are not fully specified on the public pricing page.
  • The live marketplace directory of all 600+ partners was not fully enumerated here.
  • Independent reviews cite other PEPM amounts (for example an ADP connector fee); those figures were not verified on Employee Navigator’s own pricing page and are not used as facts in this entry.
