Overview

Employee Navigator is a cloud benefits administration and HR product launched in 2008. Headquarters are in Bethesda, Maryland, with additional offices listed in Frederick, Maryland; South Jordan, Utah; Omaha, Nebraska; and Las Vegas, Nevada.

The company sells through insurance brokers, who run enrollment and administration for employer clients on one platform. Public pages describe online benefits setup and enrollment, employee self-service, payroll and carrier data sync, ACA reporting, new-hire onboarding, HR document storage, and time-off tracking. The vendor reports 7,000+ brokers, 195,000+ companies, 14 million+ employees on the platform, 600+ integrated partners, and 83 payroll partners.

In 2021 it raised $34 million from JMI Equity. In April 2023 it acquired Ease (Enrollease, Inc.). At announcement, the companies said the two products would keep operating separately while Ease features were planned for the Employee Navigator platform over time. A later JMI note described a $100 million funding round used in a tender offer for existing shareholders, including early Ease investors.

Security statements on the benefits-administration page include annual audits for SOC 2 Type II, HITRUST, NIST, GDPR, 23 NYCRR 500, and CCPA, plus encryption in transit and at rest.

Key Capabilities

• Online enrollment for new hires, open enrollment, and life events, with plan comparison and coverage-status tracking.
• Employee self-service, including mobile enrollment, benefit details, compliance documents, PTO requests, and company contacts.
• Carrier connectivity to reduce manual enrollment and reconciliation; 834 EDI feeds are a named plan feature (paid or included by tier).

• AI Plan Builds is listed on all published plan tiers; public pages do not describe the model, accuracy, or limits.

Integrations & Ecosystem

The vendor markets a marketplace of 600+ insurance carriers, payroll providers, and TPAs. Named examples include ADP, Paylocity, Paychex, UnitedHealthcare, Principal, MetLife, and Guardian. Elite and Platinum include agency-management-system integrations. ACA filing is delivered with Nelco; Employee Navigator describes itself as a Nelco Elite / Certified Partner.

A public partner REST API and ANSI 834 data exchange are discussed in vendor integration materials. A full current partner roster was not captured from the marketplace page in this pass (the page is filter/UI-heavy). Ease remains a related product from the 2023 acquisition; whether a given employer sits on Ease vs Employee Navigator is not published as a single combined product catalog.

Pricing

Broker software is sold as four quote-based plans: Enhanced, Enhanced Plus, Elite, and Platinum. Base subscription amounts are not listed; buyers must contact sales.

Publicly listed add-on / included items:

• 834 EDI feeds: not on Enhanced; $0.45 PEPM on Enhanced Plus and Elite (additional fees flagged); $0 PEPM on Platinum.
• Integrations with modern carrier, TPA, and payroll partners: listed on all four tiers.
• AMS integrations and several HR/onboarding features: Elite and Platinum.
• Priority phone support: Platinum.
• Many ACA and other line items are marked “additional fees apply.”

Nelco-powered ACA services have published per-form prices by employee-count band (1–50 through 1001+), for example federal e-file from $5.20 down to $1.60, state e-file from $3.30 down to $1.50, and combined federal/state e-file plus print/mail/online retrieval from $9.95 down to $3.08. Confirm current rates on the vendor ACA page; they can change.

The vendor also states brokers can “digitize your entire book of business for one flat fee,” without defining that fee.

Notes & Limitations

• Base PEPM or per-group subscription prices for Enhanced through Platinum are not published.
• Implementation, training, carrier-feed setup, and payroll-connector fees (beyond the 834 PEPM line) are not fully specified on the public pricing page.
• The live marketplace directory of all 600+ partners was not fully enumerated here.
• Independent reviews cite other PEPM amounts (for example an ADP connector fee); those figures were not verified on Employee Navigator’s own pricing page and are not used as facts in this entry.
• Current Ease vs Employee Navigator product overlap, migration status, and duplicate-book handling after the 2023 deal are not documented in detail on the public site.
• “National” availability is inferred from U.S. broker/employer positioning and “across the country” language; a state-by-state product matrix was not found.
• Customer-satisfaction (97%) and scale metrics are vendor-reported and not independently audited in this research.
