UHC small-group alternate funding

UnitedHealthcare small-business self-funded brand (All Savers Alternate Funding) with level monthly claims funding, UHC network access, and All Savers-affiliated stop-loss.

Overview

All Savers Alternate Funding is UnitedHealthcare’s small-business self-funded / level-funded medical brand. Public brochures describe a three-part structure: the employer’s self-funded medical plan, administrative services from United HealthCare Services (or UnitedHealthcare Service LLC in New York), and stop-loss underwritten by All Savers Insurance Company in most states. Groups of 5–300 eligible employees are the stated target, with group size varying by state. The product is not available in all states.

Why it matters It is the All Savers-branded UHC level-funded path still used in member and stop-loss legal names, even as employer marketing often says UnitedHealthcare Level Funded.

Target buyer
Small employers (public materials: 5–300 eligible employees, state-dependent) and brokers quoting UHC alternate-funding instead of fully insured small-group.
Pricing model
Quoted monthly maximum (claims funding, administration, and stop-loss); not publicly listed
No public rate card. Older UHC All Savers white papers cite book-level refund anecdotes (for example nearly 1 in 4 groups receiving money back). Those figures are historical vendor statistics, not current list prices.

Overview

All Savers Alternate Funding is a UnitedHealthcare self-funded health plan built for small businesses. UnitedHealthcare’s current employer site markets the same funding idea as “UnitedHealthcare Level Funded” and keeps All Savers in the page URL and in stop-loss legal names.

Brochures describe three parts:

  1. The employer’s self-funded medical plan, which pays covered medical expenses.
  2. A third-party administration agreement with United HealthCare Services, Inc. or affiliates (UnitedHealthcare Service LLC in New York) for claims, billing, and customer service.
  3. A stop-loss policy. Public PDFs name All Savers Insurance Company except Massachusetts, Minnesota, New Jersey, and New York (those states use other UnitedHealthcare-affiliated underwriters). Some producer guides also name All Savers Life Insurance Company of California in California.

All Savers Insurance Company is the stop-loss / alternate-funding legal entity, not a separate national medical network. Members use UnitedHealthcare providers and, in brochure language, the OptumRx pharmacy network.

Key Capabilities

  • Level funding: the same monthly claims-funding payment for the plan year; brochures say the employer will not owe more for covered claims at year-end even if claims are high.
  • Maximum liability: monthly payments cover estimated claims plus fixed admin and stop-loss.
  • Surplus sharing: if covered claims are lower than expected, the plan may get money back where state law allows.
  • Target size: 5–300 eligible employees, with state variation; product not available in all states.
  • Network and Rx: UnitedHealthcare network; OptumRx named on All Savers brochures.
  • Employer tools: roster/enrollment, ID cards, plan documents, and monthly claims/utilization reports via the All Savers employer website.
  • Consumer-driven / HSA plan options are described in All Savers small-business materials.

Integrations & Ecosystem

Public brochures name the UHC medical network, OptumRx, and the All Savers employer website (myallsaversconnect). A full carrier-feed, payroll, or ben-admin roster is not published on those PDFs.

UnitedHealthcare Level Funded is the overlapping current brand. Treat quoting and legal documents as UHC/All Savers family products, not two unrelated carriers.

Pricing

Quote-based monthly maximum. No public PEPM. Refunds, if any, come after settlement and depend on claims and state law. Third-party producer guides exist; they are not a UHC price list.

Notes & Limitations

  • Not available in all states; no complete public state list was captured here, so states_available is National.
  • Group-size floors/ceilings vary by state.
  • Stop-loss underwriter legal name varies by state (All Savers Insurance Company is the default exception list above).
  • “National” network access does not mean the funding product is licensed everywhere.
  • This entry does not cover All Savers individual/family products that may appear in older UHC consumer PDFs.
